SUBJ:   RESERVE OPPORTUNITIES FOR OFFICERS REQUESTING RESIGNATION 
 
PERS detailers recently attended a brief on changes in resignation
requests and reserve opportunities.  To find the format for requesting
resignation, please go to www.NPC.navy.mil web site, click on
"Personnel Conduct & Separations", then "Officer Performance & Separations", 
then "Resignation and RAD information". Officers requesting resignation will 
no longer complete the statement 
"I do/do not desire to affiliate with the Reserves" in their resignation request. 
 
Individual Commanding Officers are required to discuss reserve
opportunities with their officers at the time they request to resign
their commission, but this is likely not regularly occurring at local
commands.  Starting this month, PERS Detailers are now required to
discuss reserve opportunities with each officer who submits a
resignation requirement. 
 
Direct accession officers enter the Navy with an 8 year obligation of
which 3 years must be active duty. (This might be longer for officers
who receive specific financial packages). If an officer requests to
resign at the end of their initial 3 year tour before meeting their 8
year minimum service obligation,  he/she is required to complete a 5
year reserve commitment (may be SELRES (active drilling reservist) or
Inactive (IRR)).
 
Only 22% of resigning officers affiliate with the reserves. Currently
active officers who are requesting resignation and desire to affiliate
with the reserves must contact a recruiter. The application process may
take 3 to 4 months.  CNRC is working on how to make this a more fluid
process to eliminate unnecessary paperwork and time in the transition. 
 
When working your 2009 slates, please send the above presentation to
those officers intending to request resignation to make them aware of
reserve opportunities. The best time to discuss reserves is before
the officer submits the resignation request. My conversation with
individual officers is only to ensure they are aware of opportunities, 
no pressure intended.
